How Earned Recognition is improving Road Safety

Phil Breen, Earned Recognition National Account Manager, DVSA

The Earned Recognition scheme is the flagship enforcement scheme for DVSA, and the best way for fleet operators to show they meet the highest driver and vehicle standards.

Phil Breen’s presentation will cover how Earned Recognition supports operators in maintaining safety standards on the road, by proving they have comprehensive systems and processes that promote effective transport management to uphold those standards.

DVSA believes the cost of non-compliance should always be greater than the cost of compliance. Through the scheme, compliant operators see significant benefits, for example, fewer costly and inconvenient roadside checks. As more operators join Earned Recognition, its influence grows, increasing compliance and encouraging other operators to follow. The more members join the scheme, the more resource DVSA will have to target those who actually pose a risk to road safety.

The new Earned Recognition audit standards set a blueprint for what compliance looks like for an operator or business, ensuring safe vehicle and drivers operate within our towns and cities.

About Phil Breen:

Phil Breen has worked for the Driver and Vehicle Standards Agency (DVSA) for over eighteen years, working in both Testing and Enforcement departments. Having been a Traffic Examiner for several years, he brought this knowledge forward into heading up bus compliance for DVSA and now looking after the Earned Recognition scheme.

Phil’s role within Earned Recognition is to develop the scheme and engage with the ER members. Also, Phil engages with industry to understand the development and take up of new technologies, that are in line with the ER ethos of safety & compliance. He also informs industry about the Road to Earned Recognition programme, aimed at new operators and helping them get it right from day one.
